machine will not shut off with key or kill switch.

Check the wiring. The kill switch should be a contact that will open the main circuit. If that switch does not work, something is defeating it. Like an added switch a short or misplaced "hot" wire on a connection or a broken switch. Since the key also does not work, you probably have either 2 bad switches (both failed in shorted condition which is not very likely) or a shorted wire connection in a harness or add on wiring. Has the wiring been worked on or changed to add accessories?
Is it possible that someone added a different kill switch for safety (lanyard) or security (hidden) reasons which may have been wired in parallel instead of series with the other switches?

there should be a black wire from the cdi box that goes up to the handlebars for ground to everything up there.throttle safety,kill switch.there is a pull apart connection about 6-10 inches from the cdi.make sure that its tite.whenever that wire is switched to ground it kills the motor.hth
