I just bought a 91 Phazer II and it is running rich. Raw fuel will spray as a mist out of the exhaust when the engine is running. The engine will start without choke when cold, and seems to run smoothly, but there is too much fuel getting to the engine. Both Spark plugs looked to be damp when I checked. Any ideas where to start looking? Many Thanks!

I had the same problem on my 89 phazer. the exhaust bolts were lose and the carbs needed cleaning. check the chokes and make sure they bottom out and make sure there is a little free play in the cables.

clean the carbs, check for free play on your choke cable/s
when you do clean the carbs, pay close attention to your needle and seats.

The choke cables are fine. I am guessing this is a needle and seat problem as dirty carbs should cause the engine to run lean. I will take them apart and report back when I have a fix.
I read on this site not to turn the carbs upside down when cleaning. Does this make any sense?

Don't turn a used carb upside down and then install it, you will stir up dirt and cause problems. You have to turn the carb upside down to clean the inside and to set the float. A clean carb can be tipped any direction or neither of my yamahas would ever run!

Make sure you check the floats and their levels, would cause a rich condition. Also an over-adjusted oil pump will cause the same symptoms, but not a choke-free cold start!
Double check the vent lines on the fuel tank for pinches/plugged which would pressurize the tank.
Also check the fuel pump pulse line for signs of fuel leakage into the crankcase.

Does anyone know what the float hight should be set to for a 91 Phazer?

12MM (.47") MEASURED FROM THE BOTTOM OF THE FLOAT TO THE BOWL SURFACE! flip the carb upside down do not ever push the float down on the seat! If it needs to be bent down you need to bend the tab. Again do not push down on the float!

I removed the exhaust for cleaning, and found about 1 liter of gas was in the sloshing around in the pipe. Not sure how it got there, but this was causing the fuel mist that I first noticed with the engine running after first buying this sled. The engine now runs fine with no mist from the exhaust, but still starts first pull with no choke when cold.
I finally took the carbs apart for cleaning. I was not sure how the check the needle valves, so I put a piece of gas line on each one, and blew air into it as I moved the float up and down. One carb sealed tightly with the float pushed up. The other had a very slight hiss when I blew into it and push up the float. Is this how to test the needle valve? Also, would this hiss be enough to allow gas to leak into the cyclinder and cause the sled to start with no choke when cold?

Yup! As I said though you should never push down on the float. You will damage the needle and seat. If you pull the needle out and look at the tip you will probably be able to see a ring were it meets the seat. If your eye sight isn't real good you may need a magnifying glass. A good needle will have no ring. I have seen them seal good with a deep ring though. Also pull the seat out you may have a piece of debris stuck in it! I would recomend you put new needle&seats in while you've got It apart since ther is some question. Good luck!
