it takes off ok but when i get to about 40 it just dosent want to go
any faster ive tried two defferent clutches and a few different belts
i dont know what to do unless i have two bad clutches i dont know
it is an 95 xcr 440

Odds are it's not a clutching problem then. Does the engine sound like it's running properly? are there any other problems in the drive train?
Without more info on the symptoms its hard to say with any certainty what it could be. Could be as simple as the carbs, or somethine more serious like engine problems. try a new set of plugs and see what that does. Could be an air leak somewhere too. it could very well be the power valves or the carberators. if there is sand or anything else stuck in the powervalves they will not engage. the carbs could also be chocked up with gunk...try cleaning them...if they are pressurized make sure the lines going from the airbox to the carbs are connected..best of luck
