my summit 583 is running funny when i start it it will idle at about 1000rpms until i give it some fuel then runs at 1800 rps & when i ride it & stop it takes a few minutes to idle down from around 3000 to 2500rpm & after you shut it off for 5-10 minutes it is hard to start.

I think you need to richen the idle mixture a bit. Try turning the pilot air screws in about 1/4 turn on each carb.
