probably the stator. i have had problems like this on both arctic cat and ski-doo alike. in the case of my arctic cat, the stator was loose from the block eventually getting in the way of the flywheel mags and ruining all kinds of stuff

I have the exact same problem on my 99 RMK, it was like that when I bought it. The lights flicker between regular and very dim, but never completely off. I've had the flywheel off and the stator looked fine. It's been running great the whole time (3 years) and tends to only flicker at lower engine speeds. I've been told that it might be a short somewhere in the accessory power system, for example in the brake light switch. Could be the stator though. It's pretty expensive and labor-intensive to replace the stator so I haven't bothered. But it might be worth the trouble to try unplugging some accessories and see if it resolves the problem, then you could track down the short.

The problem was not the voltage regulator, at least not in mine.
