I have a grand touring and every since i pulled it out this year i have had headlight problems.The first problem i had was a relay,bought a new on and now i dont have brights only dims.Then the lights have some sort of a power surge,even the dash lights.If anyone can give me somewhere to start that would help alot.

Power surges are often related to voltage regulator deterioration. Lack of a high beam may be because the high beam has already failed due to too much voltage. You can check to see what the voltage regulator is doing by hooking up a VOM (volt/ohm meter) to measure voltage in AC current. Your line voltage -it can be measured at the bulb plug or any other regulated line outlet- should not exceed 14 volts. You'll need to give the engine (running) some speed (3000 RPMs or so) to ensure it is reaching an output potential great enough to require the regulator to manage the voltage.
