Default Primer problem on my Elan

I have a primer problem on my Elan(250cc 1988) It won't stay prime. I can suck on the pipe and the fuel come thru the gas line but when I put it on the primer, the gas going down even I prime with the Primer. I bought new Primer, gas line and Plastic T. still same problem, I decide to check when I suck with my mouth, the gas easily come at the end of the primer pipe but when I release and put my thumb on, gas still go down. So, It should be a leak on the system. Where I should start check? fuel pump? Gas tank? Also on my gas tank, I have 2 line going out, 1 going to the fuel pump and 1 go to nowhere with a screw at the end of it, Is it normal? Let me know what you think! I really want that get fix, should have snowstorm this weekend!

sometimes i would have to do it quick a few times b4 it starts to catch

Im pumping the piston primer type like 2-3 minutes non-stop and nothing going up, like I said, even with my mouth on it, gas still going down when I release it with thumb on it...

I removed the gas line going to the carb and put my thumb on it, now when I prime, gas going up easily, without going down. So my problem seem to be the carb, what I can check on it?

Remove the screw from the vent line. Usually you have 1 line that feeds the fuel pump and the other line is a vent. Gas comes out air goes in. I can't see it but mabey the gas line and vent line are mixed up and that is why the line is pluged.
