If you have spark, conpression, and fuel it should run, i bet the needle is sticking in Carb and dumping too much fuel in motor

New member here, lookin for some help diagnosing a problem with my 1990 Indy 650.......Im just getting used to the forum and web-site, never been a member on any forum whatsoever so this is all new to me!!!
After sitting for 3 or 4 years, i pulled the old Indy out of the tall grass and decided it was time to bring her back to life. I spent the last few days tracking down parts, A new choke cable, and a pull chord ass. and I put a new set of plugs in it. Yesterday i removed and thoroughly cleaned the carbs, today i ran all new fuel lines from inside the gas tank to the fuel diaphragm and to the carbs themselves. It started without any major problems, but at idle, the fuel filter empties itself out and eventually stalls. I am thinking it could be a vacuum leak, but i am no expert on and was looking for some help with this issue. if anyone can shed some light on this it would be greatly appreciated!

Runs out of fuel at idle..the fuel filter drains and the engine stalls.....as soon as i rev up the engine the filter fills back up and continues fueling the engine.......As stated earlier, i cleaned the tank, ran new fuel lines, and cleaned the fuel filter, soo im lead to believe that this could be a vacuum leak. Before i tear everything apart, has anyone seen this before? Or can anyone lead me in the right direction?
Can a vacuum leak create this problem?
Or is this more of a needle and seat problem??
Fuel pump issues?? I also had that apart and checked it thoroughly, Checled out fine, i put it back together......
I adjusted the throttle cables the best i could by eye...Then i read the throttle cable adjustment thread on this forum, and realized that i could have done a better job of that.....
