If you mean on the inside faces of the primary clutch, yes - it is probably just marks from the belt. Probably means the belt is getting too hot and starting to melt. The next step is the belt blowing up. How old is the belt? Could be worn out. If not make sure the clutches are adjusted correctly (belt not too tight or too loose). If that is ok you may want to check out the rest of the clutch to make sure it is operating correctly.
If the belt is too tight it may be rubbing at idle.
If you were towing something or working it really hard you may have been getting some slip which would also start to burn the belt.
A long high-speed run with the clutches not dialed in generates heat that may burn belts as well.

Scrape gently with a razor to get the most of it off, then use a green scotch brite pad to roughen up the area. Glazing of the belt edges will contribute to the black ring as well. It doesn't hurt to rough up the edge of the belt with the scotch brite pad as well.
It's pretty much a yearly ritual for all my sleds to clean the clutches, including removing the black ring. Even following all of dlaine's good advice, you will eventually end up with the ring. It's the nature of the beast.

sorry guys the black marks are on the outside of the moveable sheave on the tra,hmmmmmmm,has me puzzled

My side panels are weak enough that when I lay it over in crusty snow they push in and rub against the outside of the primary. Once I even burned a hole right on through to the outside and had to patch my side panel! Is something like this going on? Are there wear marks on the inside of your plastic panels?
I am not sure how a 95 formula is set up - is this even a possibility? Assuming this is the sled you are talking about...
Could something else fall against the outside of the clutch? Spare belt, toolkit, extra oil jug (that could get messy!), foam, etc?
