Okay. cleaned the carbs set the air adjuster screw to 3/4 turn out. Cleaned the rav valves. Checked for leaks. Made sure the primer wasn't running gas threw it after prime. compression was 120/120. I can turn the idle screws all the way in tight and it still won't idle above 1200rpm. It will stay running but barely. Any ideas. I also ran a propane torch all around the engine for air leaks, I got nothing.

Are you sure your turning the right screws? The idle speed screws have a large knurled type head on them so they can be turned with your fingers. The air mixture screw requires a screwdriver.Does the sled run ok besides the idle problem? What happens if you give it a little throttle?Any time I've had a low idle speed problem it was usually because the belt deflection wasn't set properly and the belt was dragging on the primary clutch(especially when hot) but that doesn't sound like your problem as the sled would probably take off with the idle screws turned right in.

Rotary valve controls duration of the fuel intake, located between the carbs and the engine.
This problem makes little sense to me, I agree with previous posts that guessed you're maybe turning the wrong screws or you're running on one cylinder. Either that or the carbs are completely screwed up somehow and need a rebuild/cleaning/complete return to factory specs. I suppose you could also have some serious wear on the throttle linkage that would cause the idle screw to become less effective.
Is it ONLY and idle problem? How does it run otherwise?
NO guys I am turning the right screw. It runs okay otherwise. Very tired out of the hole. I can take it out of the lawn and put it to the pin. It pulls hard but not enough to lift the ski's with the suspension all the way down. The belt is new. It is sometimes hard to start. Takes 3 primes then it will start then stall. Then another prime. Starts then stalls. Then another prime and it will stay running, but will never rev up past 1500 even when cold. Clickers are set on 5 and it only revs to 7900rpm as well.

Strange problem, try running the sled with the fuel turned off i think there might be gas in the base of the engine. It happed to me on a old tundra so i let her run with the gas turned off until she burned all out of the base. cheak the fuel pump and the impulse line going to it for leaks. Stupid question but is the choke stuck?

should that year not have a primer? Just a question how many k's do you have, your needles and seats may be getting tired in the carbs letting too much gas in. make sure it running on 2 cyllenders, it should lift the skis on bare grass
