I would start by checking the compression with a compression gauge. ???
Hopefully it's nothing to major.

You didn't mention checking the fuel in the tank, is it full of water?

Rick.

Did you remove the pilots to clean them?
It seems most likely you have a fuel problem.

Take a new set of plugs and check to see if spark is good. If it is, return to the fuel problem.

I agree I would check pilots. then check tank for water or fuel line blockage.

I agree with the fuel problem, check to see if you have a sticky float or choke.

Try taking the muffler off and see if it will start.
I've had mice plug them up and its hard to figure out
why they won't start if theres compresion, spark and gas.
