Clutch krazy

so I ve got a 95 zr 700 and here's whats been done- rebuilt primary clutch, new secondary spring,new drive chain & gear. problem is this: she'll fly. then slow down & come to a hill or deeper snow or both & she wont go. been working on this fro 3 years now & am at the end of my rope. there were notches worn in the secondary causing it to hang up & cause the same problem. filed & polished them out.took the washers out of the secondary, new belt last year so it has no mileage on it. doesnt wanna drive from a stop but get it rolling a while & off she goes like a rocket. removed entire brake system, cleaned & bled it. it acts just as if the brake is being held while trying to start off. any ideas ?

Does your primary close smoothly? Or too fast?

How is the belt moving in the secondary? Does the secondary begin to open right away?

(It kind of sounds like the secondary may not be twisted to the necessary step before it was reassembled.)
