I have a couple of questions...

On my Exciter I can only get to 7000 rpm's is that reasonable? Also when I'm at that rpm there is a bad vibraton comming from the track...

For some reason my right cylinder is oil fouling every 20 or so mi. Is there any way to fix that?

Lastly I have been chewing up belts. What can I do to fix this?

What year?

If its a 570 max rpms are 7250, so if you are seeing 7 on the tach you are probably pretty close.

Oil fouling is probably a carb issue.

Vibration... could be 1 or more of the following-

engine mounts
drive belt condition
clutches (condition/ alignment)
chain condition/ tension
track condition/ tension/ clips/alignment
drive sprockets
bearings everywhere
