Hey-I used to work at a place that rented scoots and they did that exact thing to us pretty often. Take a look at the choke. They like to stick and do funny things sometimes. Also, if there is a bunch of miles on them, the pipes will need to be cleaned out. The way we did it was heat sections of the pipe up with a torch (get it real hot), then bang on it with a hammer. Don't dent the pipe, but hit it hard enough to loosen up the carbon in there. You wouldn't believe how much carbon is built up in those pipes after a couple years of use. Get all the carbon out and you will notice a big difference in power. Hope this helps!
