Factory blems are usually cosmetic in nature, either in the silk screening process, or whatever, maybe even color. It is not in the best interest of the manufacturer to sell product that is defective, or unsafe to use, or would not hold up to normal use.
I'll put it to you this way......... you can buy factory blem tires for your car.
