I have an 00 Powder Scecial 700 carbed and the mag side cylinder is running extremely rich. Very rough until about 5000 rpm then smooths out with plenty of power until about 8000 rpm. When I pull the plugs, the mag side is wet and doesn't look like it's even fired much(see pics). Judging from the dark brown color, the pto side seems to be adjusted about right. I have pulled and cleaned the carb and pulled the choke plunged and loosened as much as it would go to make sure that it isn't choking that side a little. Before driving around a bit, i'm idling 1800-2000, but after driving around, I am idling at around 1000. What would cause one side to run very rich at the low end?

Thanks
