Flood Control prevents someone from making a post, one right after another with no gap in between. This is typically what a spammer or vandal will try to do to deface a board. They will make one post, then copy and paste into another, then another, then another, etc.
Pretty soon, the person has a hundred posts in a matter of a minute or so.
Flood Control prevents someone from doing this. It monitors when then user made his/her last post, then bases a timer off of that. Since the server time was re-aligned, flood control was seeing users post in the future. When flood control checked for time in between, there were plenty of users that had already posted, but in the future.
Only after the board caught up with their actual post date and time would flood control allow them to post. This is why we turned it off for everyone. (speaking of that, probably a good time to turn it back on
