A torsion bar is a device to help your sled maintain its balance when you are cornering. It transfers some of the weight exerted on the outside ski to the inside ski to help stop the inside ski from lifting up. Of course this same effect also hinders you from tipping it up on one ski when you are sidehilling in the mountains. Whether you need it or not is determined mainly by what kind of riding you do. On trails you should have it but for mountain riding it should be taken out.
